As part of the listing agreement the landlords brokers arrange for a commission that is intended to be split with the tenants brokers. If a tenant chooses not engage a broker, the landlords representative will keep the entire commission. In essence the tenant is paying to have someone negotiate against them on the landlords behalf. Unless a tenant is very savvy this can lead to paying too much for a space or not obtaining all the benefits that a landlord is willing to provide to secure a tenant for their space.
